Absent contrary action by Congress, amendments to the Bankruptcy Rules and Bankruptcy Forms will become effective on December 1, 2017. Amended Rule 3015(c) will require use of a new National Chapter 13 Plan, Official Form 113. As an alternative, a district may adopt a local plan if it complies with certain requirements identified in new Rule 3015.1. The District Court for the Northern Mariana Islands has drafted a proposed plan, based on the U.S. Bankruptcy Court, District of Hawaii's proposed Local Chapter 13 Plan Form, to comply with these requirements. The proposed plan is published here to provide an opportunity for public comment.
