PUBLIC NOTICE
Effective today, the Federal Judiciary no longer has funding to sustain full, paid operations.
Although the government-wide shutdown began on October 1, 2025, the Federal Judiciary was able to continue paid operations through October 17, 2025, using court fee balances and no-year appropriations.
Proceedings in the District Court for the Northern Mariana Islands, business hours and services at the Clerk’s Office, and probation and pretrial supervision by the U.S. Pretrial and Probation Office will continue as usual at least for the near future, although there may be some delays due to staffing shortages caused by the lapse.
In the absence of either an appropriation or a continuing resolution for the Judiciary, court employees may only perform certain excepted activities authorized under the Anti-Deficiency Act. Examples of excepted work include activities necessary to perform constitutional functions of the court, activities necessary for the safety of human life and protection of property, and activities otherwise authorized by federal law. To comply with this Act, the District Court for the Northern Mariana Islands is implementing rolling furloughs for employees on specific days when not needed to carry out an excepted activity. Excepted work will be performed without pay during the funding lapse. Staff members not performing excepted work will be placed on furlough.
The CM/ECF electronic case filing system will remain online, and case information will remain available on PACER.
