GSA Awards Lease for New
U.S. Courthouse in Saipan

 

SAN FRANCISCO—The U.S. General Services Administration (GSA) announced the award of a 20-year lease to EFC Services Corporation for a new federal courthouse in Saipan. The three-story courthouse will be located in the Mariana Heights Business Park on Chalan Pale Arnold Road and will house the U.S. District Court for the Northern Mariana Islands, U.S. Probation Office, U.S. Marshals Service, and U.S. Attorney’s Office. The new courthouse will include one courtroom, one judge's chamber, and an office for visiting judges with supporting services, as well as office space for the building’s additional tenants.

GSA established this courthouse as a Design Excellence project, which ensures excellence in public architecture, engineering, and construction. The Design Excellence Program ensures an efficient working environment that can accommodate ongoing technological innovation and allow for a technologically state-of-the-art work place throughout the project's useful life.

The courthouse design seeks to create a high performance green building by incorporating a number of sustainability features into the project to include: energy efficient fixtures and lighting, high efficiency building systems, water-efficient fixtures and landscaping, and innovative wastewater technologies. With these and other sustainability features, the new courthouse will not only conserve critical resources and protect our environment, but also realize energy cost savings for years to come.

The courthouse will be the third building in the Marina Heights Business Park, joining existing buildings MH-I and MH-II. Constructed at a higher elevation, the new courthouse will overlook the U.S. National Park Service American Memorial Park.

The U.S. District Court is currently located at the Horiguchi Building in Saipan. This new lease will meet the judiciary’s design, function and security needs in Saipan and was based on a competitive, best value lease procurement.
